First, the database attributes will be checked to make sure that all the key attributes have been included within the entities. Second, each cell will contain only one value and not a group of values. A cell is the intersection between the columns and rows. Third, all of the key attributes that have been defined should be dependent on the primary key. The Riordan Manufacturing database entities contains all of the necessary attributes for each entity and each of these attributes are dependent on the primary key and each cell only contains one value. The Riordan Manufacturing database is in first normal form. For the second normal form stage to be reached, there are only two requirements that will need to be satisfied. One of these is that the database must already be in the first normal form. The other requirement is that the database must not include any partial dependencies. All of the attributes have to be dependent on the whole primary key. The Riordan Manufacturing database is in second normal form since there are no partial dependencies. Play is a way for children to learn about their environment and how interactions occur within it. Like Marx, who died a hundred years ago, still had many followers. Marx on his early age had observed the plight of the masses against the bourgeoisie in the capitalist society. He, just like Friedrich Nietzsche, believed in the reconstruction of the society and in redefining the role of an individual. He argued that man’s will was not due to his like or to his needs, rather, society dictated him on the things that he should like or he should need. Society and man interacted, so according to him there is a need that a society, in which a man lived, should be fair and would be the instrument on predisposing justice on all the people. Marx further asserted that not a man could claim that his existence is largely due to himself, but rather all people existed because of mutual relationship and interdependency. He believed that all humans are interconnected in various ways, such as a social network, that whatever one does would surely affect others. However, through out his life, Marx had commented on the ambiguity and the disorderliness of the society. He had seen and observed the resistance and struggles between the different classes or strata of the society. He had observe that people with equal classes such as the bourgeoisie formed an alliances with each others to further their ends. Marx had observed that somewhat there is a line or an immense gap that had divided the people from intermingling with each other. He asserted that there was a categorizing force that bonded people with equal social status. As a result, the proletariat class was oppressed and injustice was done to them. Oppressions, according to Marx, might trigger bloody civil revolutions, and unrest in the society would prevail. In order to prevent this from occurring, Marx proposed a communist society, as what he described in his book together with Friedrich Engels, The Communist Manifesto. Engels, a co-author, deemed that the The Communist Manifesto was exclusively the product of Marx’s brilliance, and the book was Marx’s. In the book, Marx and Engels first summoned up history. In their exposition through the dialectic philosophy, they both expressed that in the world there existed two opposing forces[1]. They had described that there existed those who oppressed and those that were oppressed. The main point on which the The Communist Manifesto revolved was the establishment of a communist society. A communist society, as what both described is a liberated society were people are all treated equally. Moreover it is a society that does not discriminate nor classify people because social status is no longer in existence. Moreover, communism proposed a society wherein people will no longer acknowledge his or her possessions rather his or her properties belong to everyone. Marx and Engels further stressed the need for centralization and organization of all the properties and efforts of the state for a common ground. The book proposed equal sharing and division of labors, equal allotment of profits and income. Moreover, in the long run, Communism also believed in the diminishment of the state and its ruler because Marx believed that if an ideal society (communist society) existed, the people would no longer be in need of a facilitator or an organizer to dictate or facilitate living. According to them, the state would only serve as a guide meanwhile that a communist society is not yet achieved[2]. Meanwhile, another notable German philosopher was Max Weber, who unlike Marx traced the origin of capitalism and its role to the society. If one would read the title of Weber’s work and not the text, one may laugh because one cannot relate easily capitalism and the protestant ethic. However, Weber’s The Protestant Ethic and the Spirit of Capitalism was a huge success because he had found sensible reasons on how the protestant ethic might have contributed to the origin of capitalism. Weber, who was considered one of the fathers of modern sociology, was very different as compared to Marx. Marx, although a Jewish, denounced the belief in the inexistence of God. He asserted that god does not shaped man according to his form, yet man conceptualized the absolute as a model- who is perfect and divine- due to his quest of attaining also that same stature. On the other hand, Weber had researched a lot on how religion had affected the life of man. He had wrote more descriptive and analytical essays after the The Protestant Ethic and the Spirit of Capitalism. He had shown the effects of religion to the communal and shared cause of a society[3]. He had discussed that religious background define the wants and the needs of each person. For example, he had found out that the Hindus and the Buddhist were religious groups who taught that life is all about gaining material wealth or money. Yet they had other goals, like unity to the divine and freedom from the repeated cycle of rebirth. These assertions were parallel to the basis on how he analyzed the origin of capitalism. Weber asserted that he did not claim that all the reasons of the birth of capitalism were mainly due to the protestant. He just cited some evidences that verified and attested his claim. The Calvinist, a protestant sect, according to him had that attitude of pursuing material wealth and worldly success. This was because- according to him as Calvinist believed-was the manifestation of God’s grace to the Calvinist. The Calvinist believed that God showed many signs in this earthly being of what will be their destination in the afterlife. Calvinist believed that if God made them rich, there is a large possibility that they will not suffer eternal damnation in the future. The United States of America is ranked 15th in the world for it’s quality of education. Improvement in our education system is necessary if we want to keep up with the best nations in the world. Over the past ten years, a new push has been made to improve education in America through programs like No Child Left Behind and Race to the Top. States across the country are assessing teachers and schools by using standardized test scores. By using standardized test scores, states link high stakes to the results such as grant money, salary, and jobs as incentive to improve the scores for the following year. In Wisconsin and other states, 50% of these evaluations are based solely on how students score on these tests making the results have a critical impact, affecting not only the futures of the students, but also the futures of their teachers. Although it is important to give schools and teachers feedback so that they can better educate students, high-stakes testing should be used mi nimally for this purpose because of the lack of conclusive results they produce, and the detrimental effects that they can have on students, teachers, and even the whole schooling community. The first problem with evaluating schools and teachers with standardized testing is that the scores are so heavily correlated with factors other than intelligence. The Case Of Ufo On Earth Essays - Ufology, Roswell UFO Incident The Case Of Ufo On Earth UFOs and Aliens on Earth If you had mentioned seeing a Unidentified Flying Object (UFO), or spaceship from another planet 100 years ago, you would probably be thought of as a raving lunatic. If you had mentioned one 50 years ago, the case would be thought about, but with much suspicion. Today, many people would believe you, and, if you had evidence to prove it, the government would take a very close interest in your case, yet many people would call you an idiot. Despite all the evidence that indicates UFO's exist, there are still many people who will not listen to any evidence, and the government covers up evidence and alters news releases on the subject. The Roswell case is one of the best documented, and most controversial UFO cases ever. In July of 1949, at a small airforce base in Roswell, New Mexico, a small, brightly glowing object was observed to crash land at about 11:30 P.M. There were many people who had seen the crash, and they had described that it was brighter, and fell much slower than any meteors they had ever seen. At St. Mary's Hospital in Roswell, two Catholic nuns, saw the crash, directly north of them, and logged the crash to have occurred on July 4, between 10:00 and 11:30 PM. Southwest of the base, Corporal E. L. Pyles looked to see what at first he thought was a shooting star, only it seemed to be to large to be one. He testifies that the crash happened about 11:00 PM also. There were many Military officers in the area who had seen the object as well. The object was appearing on military radars for many days before the crash. Before the crash, on July 1, all of the officers and technicians at the base had been tracking an unidentified object on their radars. Starting on July 2nd, Steve MacKenzie, who was stationed at Roswell, was ordered to report to the White Sands Proving Ground radar sites and report directly to the brigadier general at the base. The Brigadier General's orders were to inform him of all the movements the object made. At White Sands, there had been doubt as to whether this object was a malfunction of radar equipment, or, if it was in fact, real. So , the airforce had other radar sites in Albuquerque and Roswell look at the area on their radars. It was shown that they had, in fact, a real object. During the evening of July 4, the object changed. It was growing bigger, then shrinking back to it's original size, the blip was pulsating, then the blip grew quite large, and disappeared from the screen. Because sites in Albuquerque, White Sands and Roswell were tracking the object, the airforce had a vague location about where it crashed. The airforce then decided to launch a comprehensive search the following morning. The airforce, however, was the last to arrive at the site. A group of archaeologists being led by Dr. W. Curry Holden, had arrived earlier. One of the students recorded the object as a crashed wingless plane, with a flat fuselage. The archaeologists then left to inform local authorities of an aircraft accident. When the airforce arrived at the Roswell crash site, there were two other people exploring, a man named Ragsdale and a woman named Truelove. They had been collecting pieces of metal from the site, tossing it into their jeep . But, what they saw after that was much more significant. There were bodies, lying about. There were several of them, about four or five feet long. There were five in total, obviously not human. There were three dead bodies, one in critical condition, and one, apparently fine. They threw the debris clear of their jeep when the airforce started driving up, and got out of there as fast as they could because of fear of being arrested. When the airforce arrived, they looked around, and they saw the large craft in the side of the mountain, partly buried, leaning at about a 30 degree angle, with large pieces of debris scattered about. How Peer Review Works in the Social Sciences Peer review, at least in intent, is the way the editors of academic journals attempt to keep the quality of articles in their publications high, and assure (or attempt to assure) that poor or fallacious research does not get published. The process is tied up with political and economic issues involving tenure and pay scales, in that an academic who participates in the peer review process (whether as author, editor, or reviewer) gets rewarded for that participation in an increase in reputation which can lead to an increase in pay scales, rather than direct payment for services rendered. In other words, none of the people involved in the review process is paid by the journal in question, with the sole exception (maybe) of one or more editorial assistants. The author, editor, and reviewers all do this for the prestige involved in the process; they are generally paid by the university or business that employs them, and in many cases, that pay is contingent upon obtaining publication in peer-reviewed journals. The editorial assistance is generally provided in part by the editors university and in part by the journal. The Review Process The way academic peer review works (at least in the social sciences), is that a scholar writes an article and submits it to a journal for review. The editor reads it over and finds between three and seven other scholars to review it. The reviewers selected to read and comment on the scholars article are chosen by the editor based on their reputations in the specific field of the article, or whether they are mentioned in the bibliography, or if they are personally known to the editor. Sometimes the author of a manuscript suggests some reviewers. Once a list of reviewers is drawn up, the editor removes the name of the author from the manuscript and forwards a copy to the chosen stout hearts. Then time passes, a lot of time, generally, between two weeks and several months. When the reviewers have all returned their comments (made directly on the manuscript or in a separate document), the editor makes a preliminary decision about the manuscript. Is it to be accepted as is? (This is very rare.) Is it to be accepted with modifications? (This is typical.) Is it to be rejected? (This last cases is also fairly rare, depending on the journal.) The editor strips out the identity of the reviewers and sends along the comments and her preliminary decision about the manuscript to the author. If the manuscript was accepted with modifications, it is then up to the author to make changes until the editor is satisfied that the reviewers reservations are met. Eventually, after several rounds of back and forth, the manuscript is published. The period from submission of a manuscript to publication in an academic journal generally takes anywhere from six months to over a year. Problems with Peer Review Problems inherent in the system include the time sink between submission and publication, and the difficulty obtaining reviewers who have the time and inclination to give thoughtful, constructive reviews. Petty jealousies and full blown political differences of opinion are difficult to restrain in a process where no one is made accountable for a specific set of comments on a particular manuscript, and where the author has no ability to correspond directly with her reviewers. However, it must be said that many argue that the anonymity of the blind review process allows a reviewer to freely state what he or she believes about a particular paper without fear of reprisal. The burgeoning of the internet in the first decade of the 21st century has made a huge difference in the way articles are published and made available: the peer review system is often problematic in these journals, for a number of reasons. Open access publishingin which free draft or completed articles are published and made available to anyoneis a wonderful experiment that has had some hitches in getting started. In a 2013 paper in Science, John Bohannen described how he submitted 304 versions of a paper on a bogus wonder drug to open-access journals, over half of which were accepted. Recent Findings In 2001, the journal Behavioral Ecology changed its peer review system from one which identified the author to reviewers (but reviewers remained anonymous) to a completely blind one, in which both author and reviewers are anonymous to one another. In a 2008 paper, Amber Budden and colleagues reported that statistics comparing the articles accepted for publication before and after 2001 indicated that significantly more women have been published in BE since the double-blind process began. Similar ecological journals using single-blind reviews over the same period do not indicate a similar growth in the number of woman-authored articles, leading researchers to believe that the process of double-blind review might assist with the glass ceiling effect. This can lead to taking on a project that they may not be ethically inline with. They are in essence giving their customer complete control over what they believe is ethical in global security. This can obviously turn into a bias view of whats good for the world, when left up to a specific group of customers. The next part of the statement then puts the ethical decisions back into the hands of Lockheed, deliver citizen services. With this sentiment Lockheed gets to choose the services within a society that it feels will serve that citizens the best. Finally and maybe the most ethically sensitive area of Lockheeds mission, is advance scientific discovery. Science, especially in the area of discovery, can lead to many ethical questions depending on the nature of the research. The biggest questions arise when animal or human testing is involved. To specifically address their ethical philosophy Lockheed released this statement; ( ) We are committed to the highest standards of ethical  conduct in all that we do. We believe that honesty and integrity engender trust, which is the cornerstone of our business. We abide by the laws of the United States and other countries in which we do business, we strive to be good citizens and we take responsibility for our actions. The reality is Lockheed is in the business of making some of the worlds most advanced and destructive military weapon systems. Even though their products are used in combat to kill the enemy, there are still laws and rules governing the how destructive and lethal these weapons can be. Lockheed does make sure to operate within the guidelines set forth by Geneva Convention Treaties and Rules of Armed Conflict. These guidelines are examples of legal factors that give Lockheed guidance of where the ethical lines should be drawn. Lockheed addresses the fact that they not only have their own ethical standards to adhere to but that they are also a direct reflection of their suppliers. (Who We Are ), We want our suppliers to understand, foster, and mirror the ethical conduct we expect from our employees in all business challenges and transactions. This places them in the unique situation, not only to monitor their practices but also those of the organizations providing the materials they need to do business. Lockheed Martin expects their contractors to behave in a manner consistent with the principles of their code of ethics. One key element in regards to their suppliers is that Lockheed requires their suppliers to have a set and standardized Code of Ethics Programs within each organization. Lockheed also holds their employees to the same standards as their suppliers. In Lockheeds 2012 Employee Perspectives Survey, employees stated that they were more apt to report unethical behavior activity, while the percent of misconduct reported was at an all time low. Leo S. Mackay Jr., vice president of Ethics and Sustainability says, (FIve Lessons) â€Å"Even if you didn’t know anything about our Code of Ethics and Business Conduct, if you followed the value statements Do what’s right, Respect others, and Perform with excellence you could come pretty close to how we would want you to act in any situation that involved an ethical judgment.† One thing that makes Lockheeds ethic program work is the ethics officers, at the business level, are embedded directly with the employees. These ethics officers  attend business and planning meetings. This ensures that the officers understand the businesses they support, and by participating in the field they are able to bridge the gap between business and ethics. When employees have to deal with ethical issues, they have specific avenues to reach out to including; talking to their ethics officer, calling the Corporate Ethics HelpLine, or sending an email directly to the Lockheed Ethics Department. It is important to note that the aforementioned ethics officers are elected officials from within the company. Lockheed Martin must report certain types of misconduct to the government. This further signifies the importance the responsibility of all employees to report any ethical issues. Every Lockheed employee, even executives, must participate in ethics training once a year. Lyndon Johnsons Vietnam War Strategy LYNDON JOHNSON’S PEACE INITIATIVES DURING THE VIETNAM WAR â€Å"What did the Johnson administration hope to achieve from diplomatic efforts to resolve the Vietnam War between 1965 and 1968 and with what success?† Introduction: Lyndon Johnson had become highly besieged in the pursuit of his Vietnam policy. Most historical arguments centre round his inept handling of the situation, in which he escalated the bombing offensives and then tempered them down making a mess of the peace moves, which were never done with any serious intent. The core of the historical criticism of the president is that he allowed himself to be blindly guided by inappropriate advice from Robert McNamara, and caused avoidable loss to American lives. Obsessed with the idea of keeping the armed forces subordinate to the presidency, the Johnson administration gave instructions that were out of sync with the happenings on the battlefield. This paper takes a look at these developments, while listing in some detail the peace moves he tried to make, and how they came a cropper. It finally looks at the reasons for their failures, and tries to point out who could be held responsible for the fracas. Limitations of this paper Since this paper is about a highly narrowed down topic, a background to the war and its developments is not made; this paper is limited to discussing its defined purview, and hence these details and the persons involved in the war are taken as given. Need for negotiations In order to understand with what objectives the president initiated negotiations, it is necessary to understand the situation that forced him to make these moves. With a series of ill-conceived actions, the president had crossed the Rubicon over Vietnam. Well into the middle of his term, it was a thorn in the flesh from which there seemed no reprieve for the beleaguered president, even as enormous pressure mounted at home to end the war. As aptly summed up, â€Å"Vietnam was a stalemate producing irreconcilable domestic divisions and a nightmare†¦from which Johnson could not awake.† (Dallek, 1998, p. 443) From the sunny days of his presidential campaigning of 1964, when less than a third of the population saw Vietnam as the most pressing problem the nation faced to a near doubling of this figure by the winter of 1965-66, the decline in support for the president’s policies on Vietnam was rapid. (Dallek, 2004, p. 251) His gauche at handling the press was also another factor for this situation, with the result that Vietnam soon became, in the perception of the American public, â€Å"President Johnson’s war†. (Liebovich, 1998, p. 45) Egged on by his Defense Secretary, Robert McNamara, Johnson had given the war efforts no respite; he was firmly convinced that all it needed were a few more bombings and a few successful fights to end the war. He could not have been more off the target; while the president’s men assessed that the Vietcong and the North Vietnamese regular armies could be subdued, the latter resorted to guerrilla tactics, from scattered and well-spread positions. The result was calamitous –by 1967, nearly half a million Americans had been sent to Vietnam, of whom the total casualties were in the region of 100,000, among whom no less than a seventh had lost their lives. (Liebovich, 1998, p. 44) Although the Government of South Vietnam, (GVN), whose fragile nature had for so long worried the US, had coalesced, with the Cao Ky coup by the beginning of 1966, the Johnson administration was in a bind about the policy it had to pursue, because astronomical sums were going down the drain. An April 1966 intra-governmental policy review had not seen any major reason for hope. The views of the presidential staff differed sharply from those of the men on the battlefield. Air strikes, on which the administration had pinned its highest hopes to achieve a breakthrough in the war, had come to a virtual naught, and were becoming a colossal waste of resources. One of the prime air strike programmes, ROLLING THUNDER, in the assessment the Institute of Defense Analysis made in the summer of 1966 had â€Å"had no measurable direct effect†. This was after the air strikes on the highly strategic and vulnerable areas of Petroleum, Oil and Lubricants, (POL) of the Democratic Republic of Nor th Vietnam (DRV). (Gelb Betts, 1979, pp. 146-148) At this point, the lack of effectiveness of the bombing strategy was also severely compounded by the exorbitant cost of carrying out these operations, which according to the CIA, cost almost ten times as much as the gains they brought. Having dropped as much as 643,000 tons of bombs on North Vietnam, the cost of this on the US exchequer was $ 9.60 for every dollar’s worth of damage they inflicted on the DRV with only half the fighter bombers having the capability of surviving the year-long stint as pilots. (Wiest, 2003, p. 27) This terrible cost of escalation was also reflecting on the economy, taking it on an inflationary spiral, and threatening to neutralise its post-war gains. (Isserman Kazin, 2000, p. 224) Gold prices were becoming very volatile, and all these contributed to completely undermine his ‘Great Society’ programme, on which he had come to power, (Reiter Stam, 2002, p. 121) and whose central theme was economic growth accompanied by poverty reduction. (Brown-Collier, 1998) In addition, another extremely important factor was threatening to bring the president on his knees –sustained antiwar movement, that had been inspired by the success of the Civil Rights movement. On the field, the highhandedness of the American forces had only succeeded in making the South support the North, and the infiltration of men and other supplies from the North. Through the Ho Chi Minh Trail, an estimated 90,000 men infiltrated to the South between 1965 and 1967. The Americanisation of South Vietnam was a total disaster. (Best, Hanhimà ¤ki, Maiolo Schulze, 2004, pp. 296) It was in the wake of these major drawbacks associated with continued bombing that the president was forced to mellow his position. By December 1966, the administration was convinced that since there was no way by which they could win the war, at least by election time, the only road that lay ahead was negotiation, (Dallek , 1998, p. 444) since this was the only way by which he could reverse these conditions. However, as the next section illustrates, he was no better at these negotiations, either. Johnson’s objectives, the negotiations and reasons for their failure These debacles were to reflect heavily on the president personally; by December 1966, the realisation had clearly and irrevocably dawned on the administration that unless the Americans ended the war at the earliest, it would reflect badly on the nation’s elections of 1968. At this stage, there was no alternative to negotiation, if the president was to have the slightest chance of re-election. From the high perch at which the president was seated, the only non-negotiable point at the discussions now became a separate state within South Vietnam (SVN), and a non- communist government for the president. (Dallek, 1998, p. 443) The first concrete steps towards negotiation were taken furtively, in 1966. At this point, the US was still very imperious, even though it was the one that initiated the negotiation. It made a blanket, unconditional demand –that the DRV stop infiltration into the south for bombing to stop. The first of these steps, known as bombing pauses, was hardly f ruitful. Taking off from here, the Johnson administration made a clearer move towards negotiation at the Manila Conference in the Declaration of Peace in 1966. The aim of the administration, which was to negotiate from a position of strength, offered the condition that the US would withdraw from South Vietnam within six months of Hanoi withdrawing the last of its troops from there. However, the DRV too was equally determined to bargain from a position of strength. The result was that the Johnson administration was seen to be keen on making peace, but within the administration, the same problem of the mismatch in thinking between the executive and the armed forces remained, (Gelb Betts, 1979, p. 151) because the president, in whose mind the famous spat between Harry Truman and Gen. Douglas McArthur during the Korean War had been weighing heavily, decided that the best way to avoid a repeat of such a situation now was to keep the military under the firm control of the presidency. Unf ortunately, he was ham-handed in doing this, ending up in only isolating the military and creating a terrible disharmony between the two. (Jacobsen, 1996, p. 216) Accordingly, after the raids of December 13 and 14, the president ordered a Christmas ceasefire, and extended it up to January 1 as a goodwill gesture. The main objective for Johnson at this stage was securing the territorial integrity of the north and south of Vietnam, or all Vietnam, should its people choose reunification. His objective was also clearly aimed at silencing his critics at home, of whom there was no dearth. He sought to make these moves towards negotiations to silence the doves in the Congress, who kept insisting on negotiations, and the American public, who were becoming war-weary. (Dallek, 1998, pp. 443-448) The quick progress Eugene McCarthy made at the Hampshire primaries jolted the president about his sagging popularity. Drawing from McCarthy’s success, Robert Kennedy, too decided to challenge t he president. (Isserman Kazin, 2000, p. 224) Internally, the most urgent need for him was to use the Vietnam War as a means to finish off his political rivals at home, chief among whom was Robert Kennedy. â€Å"For all his hope and brave talk about progress in the fighting, he still feared that the war would destroy him politically and open the way to a successful Kennedy bid for the presidency.† (Dallek, 1998, p. 448) There was also another factor –a change in US attitudes towards China, following the perception of Chinese expansion being the cornerstone of a Vietnam policy getting significantly reduced around the middle of 1966. (Parker, 1989, p. 142) Johnson hoped that he could hold his people together while using the armed forces and air strikes to force the Hanoi government to buckle just in time to give him a great fillip for the 1968 elections. Internationally, too, he was keen to be seen as a man who was interested in peace, accepting British and Russian offers to mediate, albeit reluctantly. He followed these up with another ceasefire for February 6-13. (Dallek, 1998, p. 446) Peace moves Operation Marigold was the name given to the Johnson administration’s attempt to make peace with Hanoi through indirect means, by which intermediaries in the form of emissaries of neutral countries were sent to develop channels of communication. It first started when the Polish member of the International Control Commission, Janusz Lewandowski apprised the Italian ambassador in Saigon, Giovanni d’ Orlandi and then the US ambassador to South Vietnam, Henry Cabot Lodge Jr., about Ho Chi Minh’s mind. The North Vietnamese leader was surprisingly amiable to US propositions. He suggested that if the Americans suspended bombing, he was more than willing to talk with them; an even greater surprise was that he was not going to insist that a socialist regime be established in the South, would not meddle in the affairs of the southern government, and that he was willing to consider a â€Å"reasonable calendar† for American withdrawal. Yet, in typical hubris, the John son administration threw away an easy way out of the conflict that had presented itself on a platter. The reason? Washington’s perceived untrustworthiness of the neutrality of communist Poland. Such a baffling, completely unfounded assumption destroyed a great chance for peace. A glaring example of the complete lack of coordination between the presidential and military staff, the basic reason for which bombing had not stopped earlier, showed itself up in December 1966. While the US ambassador in Poland, John Gronouski, was making preparations for a highly sensitive meeting with Polish officials, out of the blue, the US dropped bombs on sensitive targets in Hanoi heavily on December 2 and 3. This completely set the clock back on whatever little progress the Poles were making towards negotiating with the DRV, which centred round the issue of bombing. To this, the unrepentant administration offered the flimsiest of reasons for which the air strikes could not go ahead as planned on November 10 – bad weather! Further, even the planned attacks on December 13 and 14 went ahead as scheduled, giving the Marigold initiative a quick burial. Analysts are of the opinion that even after the bombings of December 2 and 3, there was hope for some salvage, but that the Johnson administration, which had in the first place created the truce move, killed it with its own hands. The simple reason for this was the total lack of sincerity on the part of the Johnson administration about going ahead with the bombing pauses. After briefly halting its bombings in mid-December, the US once again insisted that Hanoi reciprocate unequivocally. It read wrongly the situation on the ground in Hanoi in mid-late January 1967. With the DRV Foreign Minister, Ngoyen Duy Trinh’s tough words on January 28, demanding that the US stop its bombings immediately, the official obituary to the Marigold initiative came to be written. (Gelb Betts, 1979, pp. 152, 153) The fate of another such mission, Operation Sunflower, was no different; having been declared on February 6, 1967, the first reaction it drew was a strong letter from Ho Chi Minh, who warned the president that â€Å"the people of Viet Nam are determined not to surrender under the threats of bombing†. (Brigham, 1998, p. 143) This phase offered a six-day bombing pause in February 1967. Even while the Americans were again strict on the condition of reciprocity from North Vietnam, that of stopping infiltration, the administration gathered evidence that the North Vietnamese were taking advantage and were supplying arms to the South, forcing Washington to drop the plan. Another initiative was the San Antonio formula of September-December 1967. This, too, did not offer anything new or different; it reiterated American willingness to stop bombing and talk, if the North met its obligation of supplying arms to the South. North Vietnam, predictably, dismissed the offer. There were other initiatives for negotiation, too, between October 1966 and February 1968. Starting with moves initiated on the occasion of the funeral of Indian Prime Minister, Lal Bahadur Shastri, other steps, clearly half-hearted, were taken. These, in addition to neutral moves by eminent persons and the Glassboro summit, were given high sounding codenames such as Packers, Aspen, Ohio and Pennsylvania. (Gelb Betts, 1979, p. 163) Another prominent attempt of a peace mission was that of the Italian cleric, Giorgio La Pira in 1965. To his desperate pleas to end the war, all that the Johnson administration made was this indifferent reaction: State Department Executive Secretary Benjamin Read commented to presidential advisor, Walt Rostow thus: â€Å"[La Piras] telegram is another in a voluminous series of peace messages. In view of La Piras well-known position on Vietnam and other issues, it is recommended no reply be made.† (Miller, 1999, p. 143) The net result of these peace overtures was a near zero. All these gave rise to the Tet offensive. (Gelb Betts, 1979, p. 165) This was the event that signalled what a morass the US had got into. On the night of January 31, 1968, some troops owing their allegiance to the North Vietnamese leader attacked the American embassy of Saigon. Although the Americans put it down in no time, the event opened the floodgates to the seemingly never-ending nature of the war, showing up the complete lack of understanding of the war of the American soldiers, who went on the rampage, committing acts of unheard of savagery. (Isserman Kazin, 2000, p. 223) Thus, while peace was being sought, the actions of the administration took the two sides anywhere but there. Conclusion While fixing the blame for the failures of the negotiations processes, students of history need to see the situation in the backdrop of the Cold War era. In retrospect, in the age of extremely fierce rivalry between the two superpowers played out through their allies, perhaps some of the blame can be mitigated from Johnson when he refused to trust the Polish, a staunch communist country. To be fair, he was only reciprocating an attitude of great mutual distrust of the Cold War protagonists. (Vandiver, 1997, p. 156) However, it needs to be said that on this particular, extremely important occasion, he was allowing the history of their relationship to cloud his judgement, when there appeared no motive on the part of the Polish other than to bring about a ceasefire during Operation Marigold. The bottom line of the historic criticisms against Johnson relates to his oscillation between escalation and negotiation, the total disconnect between the executive and the armed forces, and the catastrophic consequences these produced. Offensives continued even as Operation Marigold was on; later, two months into the Tet offensive, there were no concrete results, by when the president had made up his mind not to run for the 1968 elections. This decision made no great difference: the purpose for which the bombing operations took place, forcing North Vietnam to end its support for Vietcong, was not served. The bombings of ROLLING THUNDER were in no way deterring a regrouping of the North Vietnamese guerrilla fighters, who still possessed all the strength to defeat the South Vietnamese Army. (Jacobsen, 1996, p. 216) Taking an overall view of the escalation and the failure of the peace negotiations, it is difficult to point an accusatory finger at anyone other than the president. The decision to escalate the offensive was entirely his and McNamara’s. In dealing with the situation, the president had thoroughly misread the situation, and had kept insisting to the American public that the war was all but won. At no stage of the war did the president behave in a manner befitting his office. In what was to be the ultimate show of lack of conviction in the peace moves, the man he appointed to oversee the peace negotiation, Averell Harriman, was never invited to the Tuesday Lunches briefings, where updates about the situation used to be made! Moreover, the Johnson administration regarded bombings as its biggest bargaining chip, a basis upon which all its negotiations were to proceed. A lack of coordination and understanding between these two vital organs was one of the prime reasons for the failu re of whichever peace missions the president undertook. (Gelb Betts, 1979, p. 151) Neither his offensives, nor the peace moves he made later when left with no other choice was done in the right spirit.
